Mr. Balaram Silwal is an experienced senior administrative and legal professional with more than 26 years of professional experience at Nepal Electricity Authority (NEA). Throughout his career, he has served in various senior-level positions with responsibilities covering human resource management, administration, legal affairs, litigation, arbitration, mediation, and organizational management.

He served as Director, Human Resources, where he was responsible for overseeing the overall human resource functions of NEA, including the management of administrative and technical manpower and systematic resource allocation. Prior to this, he served as Director in Legal Department, where he handled legal matters related to NEA, including litigation, arbitration and mediation, and contributed to the resolution of more than 200 cases Per Year.

He also served as Director/Senior Administrative Officer in various offices and assignments of NEA, including the NEA Training Center, Distributions and consumer service directorate, Employee Welfare Division, Recruitment/Padpurti Department and Khimti–Dhalkebar 220 kV Transmission Line Project, Management Audit Section in Internal Audit Department, Kaligandaki "A" Hydroelectric project where he carried out a wide range of administrative and organizational responsibilities.

Mr. Silwal is a Licensed Advocate registered with the Nepal Bar Council. He holds a Bachelor’s Degree in Law and a Master’s Degree in Public Administration with specialization in Development Administration, both from Tribhuvan University.

His professional career reflects extensive experience in public-sector administration, human resource management, legal affairs, institutional management, hydropower project administration, and organizational leadership.
